The report says in 2015 ADAC spent $23.7 million per annum on advertising and marketing, with $31 million in government funding.
It says: "ADAC can effectively reduce traffic congestion by engaging with consumers on a number of areas of need and to improve the efficiency of its operations and reduce the burden on other agencies.
"ADAC can also attract and retain high-quality, innovative and innovative business people by investing in regional areas through promotion, training and employment opportunities."
Adelaide City Council and Council has also been involved since 2011 in a long-running $60 million tender for a tram-oriented rail network across Adelaide.
The tender was launched in 2008 with the vision of building an 8.5km line linking Wooragga to the new CBD.
However, the proposal was dropped and the tender was not awarded in 2012 because the cost of capital acquisition and environmental assessments needed to be completed.
The ADAC board in March last year made its first report on the tram network after ADAC announced it had awarded $50 million of tender money on Thursday.
Mr Smith said the ADAC board had been working hard to establish a tram-oriented network in Adelaide, and if it failed to make such a system "it will not be able to support itself."
He said the plan to use a tram network "over and above" a bus or freight service was "an important element to ensure the area remains a regional hub".
The ADAC board will not consider adelaide streetcar funding if it is funded by $100 million from government and $100 million from state funding because it "has been operating in an environment where it has no long-term support from the ADAC Government".

These peaks form a large range of terrain with the most extensive elevation difference in the area. This is the most remote part of the region. At the northernmost location, in southwestern Arizona, the landscape consists of small mountain ranges with small lakes. This region contains an unusual combination of animal and plant life. The surrounding prairie is composed mostly of grasslands with some abundant forests and some other ungulates. There is plenty of open space in this region, especially at elevations above 5000 feet.

Salt Lake City is home to the largest city in the world. It is surrounded by several large prairies and is divided into several towns, including the city center and Salt Lake City International Airport. The city's largest building is a World Trade Center. The other largest buildings are the downtown area and several other downtown buildings. Most of the area around the airport is a forest, with a small amount of desert here and a mountain in the vicinity. The northern side of the airport is dominated by grasslands and desert. Many other buildings occupy the southern end of the airport's perimeter. The airport itself is surrounded by extensive prairie. The city of Salt Lake City is very near the north end of this area.
Piney Bluff is located to the east of Salt Lake City. This area contains forests, with a few isolated grasslands, and some low-elevation rock outcrops. The city is surrounded by mountain ranges, and is situated near the desert. Many other buildings occupy the southern end of Piney Bluff.
Northwest Mesa is the only urban settlement located on Piney Bluff. It is a medium sized city on low elevation prairie, with a small amount of mountain range. The area is dominated by low, deciduous forest with large, dense grassland. The western area is dominated by grasslands and includes some mountain ranges on the northernmost and western ends of the city.
Northwest Utah is the southernmost city. It is surrounded by a large, desert region of grasslands, a wide open prairie, and a few isolated rocks and sand dunes.
